The Ministry of Construction of Vietnam in coordination with the Ministry of Land, Infrastructure and Transport of Korea held the inauguration ceremony of the Vietnam - Korea Cooperation Center for smart city and construction technology (VKC project).

Deputy Minister of Construction Nguyen Tuong Van; Deputy Chairman of the National Assembly Science, Technology and Environment Committee Ta Dinh Thi; Korean Ambassador Extraordinary and Plenipotentiary to Vietnam Choi Youngsam, leader of a number of units under the Vietnam Ministry of Construction and the Korean Ministry of Land, Infrastructure and Transport attended the ceremony.

Speaking at the ceremony, Deputy Minister Nguyen Tuong Van highly appreciated the active and effective cooperation of the Korean Embassy to Vietnam in connecting and promoting cooperation between the Ministry of Construction of Vietnam and Korean partners.
According to the Deputy Minister, the VKC Project will contribute to support the Ministry of Construction in perfecting institutions and laws on smart urban development, applying construction technology, improving the capacity of the policy-making agencies and local management levels through the development of guidelines on smart cities in Vietnam; recommendations on smart urban recognition criteria and procedures; piloting smart urban master planning; training and technology exchanging on smart cities; contributing to the implementation of Project 950.
In addition, the Vietnam - Korea Cooperation Center on smart cities and construction technology will be the starting point for a longer-term cooperation process between the two Ministries in particular, and Vietnam - Korea in general.
Addressing the ceremony, Deputy Minister of Construction Nguyen Tuong Van expressed his hope that the center will make active contributions to realizing national strategies for sustainable smart urban development in Viet Nam.
He suggested the Korean side continue sharing information and experience in designing laws, policies on urban and housing development, especially smart urban development and social housing and strengthening the staff's capacity in terms of construction and urban management.

Speaking at the ceremony, Korean Ambassador to Vietnam Choi Youngsam said that recently the cooperative relationship between Vietnam and Korea was agreed by the leaders of the two countries to upgrade to a comprehensive strategic partnership. Therefore, the inauguration of the VKC center is important in creating a foundation and strengthening cooperative relations between the two countries; one of the specific activities to implement the content of the Memorandum of Cooperation between the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure and Transport of Korea on urban development and construction technology signed in March 2018, September 2021, especially the recently signed memorandum of understanding on July 16, 2024.
Representative of the Korean Ministry of Land, Infrastructure and Transport, Mr. Kim Byungsuk - Chairman of the Korea Institute of Civil Engineering and Construction Technology (KICT) said that the VKC project was implemented during the COVID 19 period which has caused many difficulties during implementation. However, two sides have tried to complete the job. Korea is very pleased to stand by side with Vietnam in developing smart cities in the coming time.
AMC is assigned by the Ministry of Construction to deploy and operate the VKC Project. Speaking at the ceremony, AMC Director Tran Huu Ha said that the VKC Project includes 4 components: Developing guidelines for smart cities in Vietnam; Piloting smart urban master planning; Establishment of VKC Center; Strengthen training capacity, technology exchange and technology exhibition on smart cities.

The purpose of the Project is to establish a professional center to promote research, training and connection Korean and Vietnamese businesses with localities on smart city and advanced construction technology to contribute to smart urban development in Vietnam; gradually concretize Vietnam's guidelines and policies in promoting sustainable smart urban development until 2030 and strengthening the relationship between Vietnam - Korea in general, and between the Vietnamese Ministry of Construction and the Korean Ministry of Land, Infrastructure and Transport in particular.
