On March 23, 2023, Minister of Construction Nguyen Thanh Nghi received and worked with Mr. Shimizu Akira, Chief Representative of JICA Vietnam on cooperation relations between the two sides including problems related to underground jacking technology. Leaders of functional departments and agencies under the Ministry of Construction; leaders and experts of JICA attended the meeting.

Welcoming the JICA delegation to visit and work with the Ministry of Construction, Minister Nguyen Thanh Nghi acknowledged and highly appreciated the cooperation results between the Ministry of Construction and JICA over the past years in such fields as infrastructure, water supply and drainage, unit prices and construction norms, building a legal framework for urban wastewater management. In particular, technical standards for underground jacking technology have been co-developing by the Vietnamese Ministry of Construction and the Japanese Ministry of Land, Infrastructure, Transport and Tourism for many years. A number of ODA projects of Japan and the Phase 2 water improvement project in Ho Chi Minh City have been applying this technology, despite some problems.

Recently, the Japanese Ministry of Land, Infrastructure, Transport and Tourism has transferred a set of technical standard documents on underground jacking to the Vietnamese Ministry of Construction. In the coming period, functional units of the Ministry of Construction will study specifically to issue a complete system of standards; create favorable conditions for applying the technology more effectively in the future.

At the meeting, Mr. Shimizu Akira would like to thank the leaders of the Ministry of Construction for promoting the cooperation relationship with JICA over the past time and also introduced Mr. Sugano Yuichi - an infrastructure expert who has had long time working in Vietnam as the new Chief Representative of JICA Vietnam.

Congratulating Mr. Shimizu Akira to successfully complete his term of office, Minister Nguyen Thanh Nghi also congratulated the new Chief Representative who sooner succeeds and hoped that with good expertise and long-term experience in the job, the new Chief Representative Sugano Yuichi would contribute to promoting the cooperation relationship between the Ministry of Construction and JICA in the near future, especially in the context of the two countries are going to prepare to celebrate the 50th anniversary of the establishment of diplomatic relations.
