Academy of Managers for Construction and Cities under the Vietnamese Ministry of Construction and the Korean Ministry of Land, Infrastructure and Transport held a bilateral cooperation conference in 2023 to establish Vietnam-Korea Cooperation Center on smart cities and construction technology in presence of representatives of the Korea Institute of Civil Engineering and Construction Technology (KICT), the Korean Institute of Human Settlement; Korea Land and Housing Corporation; Korea Advanced Infrastructure Technology Agency; representatives of the Academy of Managers for Construction and Cities, the Department of Urban Development, the Department of International Cooperation, the Department of Architectural Planning (Ministry of Construction) on February 15th.

On May 12, 2022, the Minister of Construction signed Decision No. 38/QD-BXD approving the technical assistance document using ODA non-refundable capital of the Korean Government to implement the Project "Establishment of Central Vietnam-Korea cooperation center on smart cities and construction technology” (VCC project). The purpose of the Project is to establish a professional center to promote research and training on smart cities and advanced construction technology to contribute to the development of smart cities in Vietnam and strengthen the relationship between the two governments in general, between the Vietnamese Ministry of Construction and the Korean Ministry of Land, Infrastructure, and Transport in particular. VKC project will contribute to promoting the realization of the Government's Project 950 on Sustainable Smart Cities Development in Vietnam in the period of 2018 - 2025 and orientation to 2030.

Academy of Managers for Construction and Cities (AMC) assigned by the Ministry of Construction as the Project owner is responsible for coordinating with foreign sponsors to monitor the progress and quality of the Project and as the Project coordinator to directly implement, exploit and use the outputs of Components 3 and 4 (Establishing the Vietnam-Korea Cooperation Center on smart cities and construction technology; Strengthening training capacity, technology exchange and cooperation in technology training on smart cities).

In 2022, all four main components of the Project would be actively implemented. Through business connection activities, 30 Korean businesses desired to participate in the promotion of smart cities in Vietnam. In the past year, the Korean side also held 52 meetings between businesses of the two sides and signed a Memorandum of Understanding. In 2022, the Project has set up and operated a smart meeting room at the Urban Development Department (Ministry of Construction). Within the framework of the project's activities, KICT and AMC have coordinated to successfully build and organize a learning and experience-sharing program on smart cities and construction technology in Korea since October 16 until October 22, 2022.

In 2023, the Project's activities will continue to be carried out to achieve practical results, including the organization of a number of major events to connect businesses; implement some training components and organization conferences on  smart cities in Vietnam.

The project will support the formulation and implementation of the country's socio-economic development strategy, sectoral development strategy, and sustainable urban development planning nationwide.
